11 Monitoring and Review

11.1Monitoring and review are essential components of the planning system, ensuring the delivery of sustainable development and self-reliant local communities. Regular monitoring of Local Plan policies is necessary to assess whether they are achieving their intended outcomes. This process helps determine if parts of the Local Plan require review in the future. Effective monitoring is therefore critical to delivering the spatial vision, objectives and policies set out in the Tendring Local Plan.

11.2The Local Plan operates within the framework of the Local Development Scheme (LDS). In accordance with the Planning and Compulsory Purchase Act 2004 (as amended), the Council publishes an Authority Monitoring Report (AMR). The AMR evaluates progress against the milestones in the LDS and assesses the extent to which Local Plan policies are being implemented and targets achieved.

11.3The AMR is the primary tool for measuring the performance and impact of the Local Plan. Where monitoring identifies policies that are not working effectively or key targets are not being met, this may trigger a review of the Local Plan.

11.4The Local Plan has undergone sustainability appraisals to identify potential significant effects of policies and allocations. No significant negative effects were identified. The overarching monitoring framework will provide the basis for ongoing assessment of Local Plan policies.

11.5The objectives of the local plan will be monitored as follows:

  • To provide for the development of employment land on a variety of sites to support a diversity of employment opportunities and to achieve a better balance between the location of jobs and housing, which will reduce the need to travel and promote sustainable growth up to the period of 2042.
  • To promote the vitality and viability of the town centres through the promotion of retail and other appropriate and adaptable uses, exploiting the benefit of enhanced growth of the towns whilst retaining the best and valued aspects of their existing character, as well as responding appropriately to changes in the way people enjoy shopping and other leisure activities, and competition for trade arising from other centres, both within and outside of the District.

Provision of Infrastructure and Community Facilities (Connected Places/ Sustainable Places/ Healthy Places/ Prosperous Places)

  • To make efficient use of existing transport infrastructure and ensure sustainable and active transport opportunities are promoted in all new development to ensure neighbourhoods and services are walkable and cyclable for the majority of people’s daily needs. Where additional capacity is required in the form of new or upgraded transport infrastructure, to ensure this is provided in a phased and timely way in connection with new development.
  • To enable provision of upgraded broadband infrastructure and services.
  • To ensure that new growth brings opportunities to enhance existing services, facilities and infrastructure for the benefit of existing and new communities.
  • To ensure that flood risk management infrastructure is considered so that future developments take into consideration the impacts of climate change and can accommodate adaptation where necessary.
  • To ensure there is adequate capacity in the foul water sewerage infrastructure to meet existing and future needs, and to safeguard water quality and the special environment of the District.
  • To improve and provide good quality educational opportunities and prospects for Tendring’s residents as part of the Sustainable Community Strategy. This includes practical vocational training and apprenticeships.
  • To work with partners in the National Health Service, local health organisations, Essex County Council and local community groups to ensure adequate provision of healthcare and multi-use facilities to support growing communities.
  • To work with Public Health to promote and encourage healthy lifestyles through developments and planning to ensure that the people of Tendring have opportunities to be as healthy as possible.

Sustainable Travel (Healthy Places/ Sustainable Places)

  • To locate development within Tendring District where it will provide the opportunity for people to satisfy their needs for employment, shopping, education, and other services locally or in locations which minimise the need to travel and where there are modes of transport available which maximise opportunities for active and sustainable travel and minimise the need for car travel.

  • Planning Applications, including:
    • Applications with conditions requiring sustainable travel mitigations.

The Historic Environment (Protected Places/ Sustainable Places)

  • To conserve and enhance Tendring District’s historic environment, including heritage; respecting historic buildings and their settings; heritage assets; landscapes; links; and views.

Updated assessments of the following:

  • The delivery of projects and proposals set out within the Councils adopted Heritage Strategy 2020 (as amended), including:
    • High, Medium and Low Priority Actions.
    • Ongoing actions at the time the Heritage Strategy was adopted.
  • Local Projects

The Natural Environment

(Protected Places/ Sustainable Places)

  • To provide a network of interconnected multi-functional natural green and blue infrastructure and spaces which secures a net gain in biodiversity and geodiversity; contributes to local nature recovery; promotes healthy lifestyles; and enhances the quality of the natural and built environment.
  • To reduce the risk of all types of flooding by securing the appropriate location and design of new development (including SuDs where appropriate), having regard to the likely impact of climate change, including coastal change.

Updated assessments of the following:

  • The delivery of projects contained within the Essex RAMS SPD.
  • Water Management and Flood Risk, including:
    • Number of major developments incorporating water management schemes.
    • Number of developments approved contrary to advice from Environment Agency.
    • Applications in a flood zone with initial Environment Agency objections.

Tourism Promotion (Prosperous Places/ Protected Places)

  • To work with partners to provide an enhanced environment for tourism and the maritime sector and its associated services.

    • Summary of the tourism trips and spend within Tendring.
